Should I get a second masters instead of a specialist?

I already have one masters in Computer Technology, but I am thinking about getting a second masters instead of a specialist IDT (Instructional Design and Technology). Reason; I want to acquire some knowledge that will enhance my teaching and knowledge base now and still be useful in the future when I go for my doctorate. Some say go for the specialist; any suggestions.
