What reasons may be invoked to seek leniency for a speed fine?

In circumstances where a speed fine was issued, what reasons could be invoked in order to reduce the fine (arround $700). The travelled speed was 45km above the actual speed limit. The appeal needs to contain some strong reasons to minimize the fine. What do you think those reasons could be?
