What is the best company to help an inventor make a business plan?

I have an invention and know there's a lot of cons out there who take advantage of people. Im not sure about the guys on tv and they want a lot of money. I need some guidance and help with a business plan. I live in america and was wondering if anyone knows some honest people who can help fresh inventors. Personal experience would be nice.
