Laws on being shown before family judges...does it have to be blood relation?

Okay, my fiance got in trouble and is currently in jail awaiting his court date. His step-dads first cousin in a Judge in our county. (not blood related) and he would have more leniency on him. The other Judge hates him...seriously. He wants to send him to prison for drunk driving. What are the laws on relations to judges? I can't find them :( Thank you so much!
