SOOOO, What was the Pope's New Decree on Condoms?

ok, so i heard somewhere in the news about how the Pope is being more lenient on the condom rule or something. The news didn't really elaborate. So what's with the leniency? Are they no longer immoral? Does this mean that he'll go easier on the "no-sex-before-marriage rule" ?? Or is the Pope just trying to be hip with the times?
